TexProtects Announced as the New Texas Chapter of Prevent Child Abuse America

DALLAS, TEXAS - Two major child abuse prevention nonprofits announced today that they are joining forces to combat child maltreatment in Texas.

TexProtects, the Texas Association for the Protection of Children, has joined Prevent Child Abuse America as the national organization’s Texas chapter. TexProtects will take over and expand upon the previous operations of Prevent Child Abuse Texas.

TexProtects is a statewide organization that already has a strong track record of influencing child protection policy for more than a decade under the direction of founding CEO Madeline McClure. TexProtects led the charge in securing more than $105 million in funding for home visiting prevention programs and the passage of 41 bills into law, making a major impact on state child protection policy.

“In 1999, I began a personal mission to protect children from abuse and neglect that eventually grew into founding TexProtects in 2004,” said McClure. “We’ve grown from a tiny start-up with a budget of $50,000 to a $1.3 million full-fledged advocacy organization. Making a connection with a major non-profit with national reach like Prevent Child Abuse America is the next logical step in our growth.”

In 2007, TexProtects initiated and led the passage of the statewide Nurse-Family Partnership Act securing the funding to start eight sites across Texas. In 2012, TexProtects formed the Texas Home Visiting Coalition, leading members and advocates to establish the Texas Home Visiting Program through legislation and new funding and create the continuum of home visiting programs. TexProtects has aggressively protected and ramped up funding for home visiting every session since.

Legislative Advocacy to Prevent Child Abuse in Texas

Child abuse prevention is the number one priority on the TexProtects' legislative agenda.
Through our public policy collaborations and roundtables, TexProtects is advocating for the following prevention investments and legislation during our 85th legislative session:

Invest in results-proven prevention programs

1) Expand Project HOPES to serve eight more counties ($10 million) and expand services at 24 current sites. ($24M)
2) Scale up Texas Home Visiting and Nurse-Family Partnership program to serve an additional 4,430 highest-need families to reach 7% of targeted high-risk population with state efforts (currently at 3%). ($35M)
3) Evaluate effectiveness and cost benefit of current prevention programs and services through state funded university partners. ($2M)
4) Increase availability of hospital-based abusive head trauma prevention and other prevention supports. ($3 M)

Reduce child abuse and neglect fatalities

1) Develop training for Justices of the Peace and Medical Examiners related to inquests for child deaths, ensure complete autopsies for children subject to inquest and eliminate “limited autopsies” to include all autopsies of deaths of children ages 6 and younger
2) Allow adjacent counties of any population size to form joint Local Review Teams and require each county to participate in a Local Review Team
3) Provide Local Review Teams electronic access to preliminary death certificates and require local registrars to create expedited processes to notify Local Review Teams of child deaths within 120 days
4) Create positions within each Department of State Health Services Region to enhance coordination and data collection

Pinwheels for Prevention Campaign

Prevent Child Abuse Texas is on a mission to prevent child maltreatment in our state. The blue pinwheel is a symbol of the great childhood every child deserves and is the message of child abuse prevention in Texas.
