MIECHV Update: HR 2824 Passes the U.S. House

Earlier today, the U.S. House of Representatives passed H.R. 2824, the Increasing Opportunity through Evidence-Based Home Visiting Act, by a close vote of 214-209. This evidence-based program serves thousands of children in Texas with home visiting services every year and we must continue to advocate for this critical program before it expires on September 30.

H.R. 2824, as amended today, would reauthorize the program at current funding levels for five years. The provision regarding a 50/50 state match of funds by 2020 remains in the bill, with the exception of tribal entities and organizations who would be exempt from this provision due to an amendment agreed to on the House floor today. Although this private/public partnership is something we would normally support, we understand some states implementing the program out of a non-profit agency or in dire financial straits — perhaps cleaning up from a major hurricane — might be forced to shutter badly needed programs if they can’t match.
