Dallas/Austin, Texas — Today, TexProtects – Champions for Safe Children is celebrating a major victory in Congress. The inclusion of the Maternal, Infant and Early Childhood Home Visiting (MIECHV) program in this morning’s Congressional spending bill will bring tremendous benefit to Texas families. As the federal funding mechanism for evidence-based home visiting programs, the renewal of MIECHV will bring approximately $86 million to Texas over the next five years to the proven programs for which TexProtects advocates, including Nurse-Family Partnership, Parents as Teachers and Home Instruction for Parents of Preschool Youngsters. Texas families have benefited from $108 million in MIECHV federal funds to date, serving over 3,800 Texas families with children aged 0-5 in 2016 alone. This reauthorization – $400 million nationally per year for five years – was critically needed. These programs have been shown to make families more resilient and self-reliant, keep children safer, and save taxpayer dollars.

“We are grateful to the Texas Congressional delegation for their leadership in passing MIECHV,” said TexProtects CEO Madeline McClure. “We are also thankful for the thousands of Texas advocates in our network. They reached out to Congress with emails, letters, phone calls and on social media to let our elected officials know the importance home visiting in preventing child abuse and neglect, improving maternal and child health, and building family self-sufficiency, breaking the cycle of poverty.”

For more than a decade, TexProtects has advocated for evidence-based home visiting programs at the Texas Legislature and in Washington, D.C. Every dollar invested in evidence-based home visiting programs produces a return on investment to taxpayers ranging from $1.18 to $14.65 by reducing costs across our educational, criminal justice, health care and child protection systems.

Currently, home visiting in Texas only reaches about 10 percent of eligible families. Over the next five years, TexProtects aims to expand home visiting to at least half of eligible Texas families, more than 100,000.
