Dallas/Austin, Texas — TexProtects, the Texas chapter of Prevent Child Abuse America, is pleased to announce the hiring of Andrea Payne as its Prenatal to Five Advocacy Manager.

This position is a newly created one for the research and advocacy nonprofit with support from the Meadows Foundation and W.W. Caruth Jr. Foundation.

The Prenatal to Five Advocacy Manager is responsible for managing TexProtects’ joint Prenatal to Three Infant Toddler Collaborative, supported by the Pritzker Children’s Initiative in partnership with Texans Care for Children and Children at Risk, and other efforts under our Prevention and Early Intervention program, including DFW Family Connects in partnership with MHMR of Tarrant County, Early Learning Alliance, and United Way of Metropolitan Dallas. The Prenatal to Five Manager will be an integral member of our research and policy teams to build statewide partnerships and execute initiatives that contribute to TexProtects’ legislative agenda.

The vision of the Prenatal to Three Infant Toddler Collaborative is to develop and implement a joint policy agenda that expands high-quality services to families with infants and toddlers in Texas.

DFW Family Connects is a universal nurse home visiting program that supports parents with newborns by providing information and connecting them to community resources as needed.

Prior to TexProtects, Payne was a Senior Research Associate at the Child and Family Research Partnership at the LBJ School of Public Affairs at The University of Texas at Austin, where she led the organization’s fatherhood work. Andrea previously worked in the philanthropic and nonprofit sectors in Bogota, Colombia, and in refugee resettlement services at the International Rescue Committee in Dallas. Her work helping refugee women start home childcare businesses sparked her passion for supporting caregivers, children, and families. Andrea received her M.P.A. from the Woodrow School at Princeton University and her B.S. from Georgetown University.

“As TexProtects grows, we are expanding the scope of our mission. The creation of a Prenatal to Five Advocacy Manager position is part of that expansion, and Andrea’s breadth of experience with organizations devoted to strengthening families made her the perfect fit for this job. We welcome her to the TexProtects team,” said Sophie Phillips, CEO of TexProtects.

TexProtects, Champions for Safe Children, was created to tackle issues of Child Protective Services (CPS) reform, prevention and public awareness to bring a collective, organized voice representing the needs of children at risk of abuse and survivors of child abuse and neglect. TexProtects is the Texas Chapter of Prevent Child Abuse America. TexProtects is autonomous, nonpartisan and nonpolitical, designed to educate decision makers, private funders and the public at large. To date, it is the only Texas organization that has a dedicated focus on the main issues of protection, prevention, and healing of abused and neglected children.
