Sophie Phillips, chief executive officer of TexProtects, a nonprofit that aims to help children who suffer from abuse and neglect, said the fact that CPS had been involved with the children previously indicates that the agency was aware that the family needed access to resources.
“Even if the claims were not substantiated, that still means that the level of risk is there and needs to be addressed,” she said.
“It’s the ultimate tragedy,” Phillips said. “The number one predictive measure for risk of a fatality are prior reports of abuse and neglect on a family.”
